These are hardened steel screws with black oxide finish. Thread size is 10-32 UNF and 3/4" long. The washers are black nylon 0.406" OD and 1/16" thick. Nylon is a better choice over regular plastic because it does not compress or "squish out" as easily as a plastic washer. These are top quality rack screws with a 3/8" diameter #2 phillips pan head.
